Commune Administrations in Poy Char and Koh Chiveang
Local Authorities

Commune administrations are the third-tier administrative units in Cambodia—lower than district and provincial administrations, but higher than villages and blocks.

Contribution
Commune- and village-level authorities provided approval and support for WE Inspire implementation in Cambodia. The authorities also offered input to inform intervention design.
District Offices in Chiang Khong and Wiang Kaen
Local Authorities

District Offices are the administrative centers of Thai districts—i.e. the second level administrative subdivision of Thailand. Each District Office has a district chief officer appointed by the Ministry of Interior.

Contribution
Kenan sought approval and support from local authorities from the District Offices to implement WE Inspire in Chiang Khong and Wiang Kaen. Officials from the District Offices were also invited to deliver speeches at multiple events.
Tra Cu District Health Center
Healthcare Providers

Tra Cu District Health Center is the primary public healthcare facility in Tra Cu District, Tra Vinh Province. It plays a crucial role in providing comprehensive healthcare services to the local population, focusing on both curative and preventive medicine.

Contribution
The Health Center provided health screenings to WE Inspire participants in Vietnam.
Wiang Kaen Hospital
Healthcare Providers

Wiang Kaen Hospital is a government-run community hospital with capacity for 30 hospital beds.

Contribution
Wiang Kaen Hospital provided personnel to help run the health literacy workshop.
Chiang Khong Crown Prince Hospital
Insurance Providers

Chiang Khong Crown Prince Hospital is a government-run hospital with capacity for 90 hospital beds.

Contribution
The hospital provided health screenings for participants in Thailand, and provided personnel to help run the health literacy workshop.
Tra Vinh Social Security Office
Insurance Providers

Tra Vinh Social Security Office is a government agency with the function of organizing the implementation of social and health insurance policies in the province.

Contribution
Its representative delivered an information session on social insurance package and benefits at the WE Inspire kick-off ceremony in Vietnam.
Tra Vinh Union of Friendship Organizations (TUFO)
Local Authorities

TUFO is the province’s focal agency for people-to-people diplomacy. It contributes to strengthening friendly and cooperative relations between the people of Trà Vinh and those of other countries and international organizations. Mobilizing foreign non-governmental aid is one of TUFO’s key missions.

Contribution
TUFO connected Kenan and the Tra Vinh Women’s Union with the Tra Vinh People’s Committee for project license approval and activity license approvals.
Tra Vinh Newspaper
Local Media

Tra Vinh Newspaper's main function is to provide information and news about Tra Vinh and the whole country, as well as produce and broadcast radio and television programs.

Contribution
The local media reported on WE Inspire activities in Vietnam, allowing the project to expand its reach and visibility.
Tra Vinh Provincial Radio and Television Station
Local Media

Tra Vinh Provincial Radio and Television Station is a public service unit under the Provincial People's Committee, performing the function of a press agency of the Party Committee and the Government of Tra Vinh Province.

Contribution
The local media reported on WE Inspire activities in Vietnam, allowing the project to expand its reach and visibility.
Chiang Khong TV
Local Media

Chiang Khong TV is an important local media. Apart from providing local updates, it also promotes local tourist attractions, restaurants, and other services in Chiang Khong.

Contribution
Training sessions in Thailand were broadcasted on Chiang Khong TV’s Facebook Page to expand access to more local women. The Facebook Page also provided another mechanism for reaching locals.
Tra Vinh Department of Health
Health Authorities

The Health Department is a specialized agency under the Tra Vinh People's Committee. It is responsible for managing and implementing the work of caring for and protecting the health of people in the province.

Contribution
Tra Vinh Department of Health provided information on women’s healthcare and insurance packages at the WE Inspire kick-off ceremony in Vietnam. It also offered input to refine the content of the health literacy workshop.
Chiang Rai Provincial Public Health Office
Health Authorities

The Provincial Public Health Office has the mission to promote positive health-seeking behavior and strengthen healthcare systems in Chiang Rai.

Contribution
The Provincial Public Health Office coordinated with district-level hospitals to provide support for WE Inspire. The Office also participated in the initiative’s kick-off event in Thailand.
Tra Vinh People’s Committee
Local Authorities

Tra Vinh Provincial People’s Committee is the highest state administrative body in Tra Vinh Province. It is responsible for managing and operating all socio-economic development, national defense and security, and external affairs within the province.

Contribution
The Committee was responsible for reviewing and approving project applications, gathering input from relevant stakeholders, consolidating feedback, and making final decisions on project approval.
National Social Security Fund (NSSF) in Cambodia
Insurance Providers

NSSF is responsible for providing social security, including health insurance benefits, to workers in the private sector. Previously, the social security scheme was only available to employees in the formal sector. However, in 2023, the Cambodian government began allowing the self-employed and their dependents to voluntarily register for social security.

Contribution
NSSF representatives conducted information sessions in Cambodia to raise awareness about the social security scheme and its significance, as well as detail about its registration process.
Chiang Rai Provincial Women’s Vocational Center
Knowledge Partners & Stakeholders

The vocational center operates under Thailand’s Department of Women’s Affairs and Family Development. It offers free training aimed at developing women’s vocational skills to earn income.

Contribution
The vocational center provided trainers for technical skills training under WE Inspire.
Chiang Rai Rajabhat University (CRU)
Knowledge Partners & Stakeholders

CRU is a local university in Chiang Rai. It positions itself as a lifelong learning university for sustainable local development, and emphasizes the development of 21st century skills for locals.

Contribution
Lecturers from CRU co-developed the first year of WE Inspire’s learning journey with Kenan. They supported in training localization and adaptation.
Mae Fah Luang University (MFU)
Knowledge Partners & Stakeholders

MFU is an autonomous public university in Chiang Rai. It also houses the Mae Fah Luang Intellectual Property Management and Innovation Division (MFii) whose missions include promoting and developing local entrepreneurs, especially those involved in creating innovations.

Contribution
MFU lecturers have served as trainers and mentors under both Phase I and Phase II of WE Inspire. Its MFii unit also co-created the business incubation program with Kenan in Phase I.
Tra Vinh Women’s Union
Primary Local Partners

The Women's Union of Tra Vinh is a socio-political organization in the political system, representing the legal and legitimate rights and interests of all classes of Vietnamese women within Tra Vinh province. Its mission involves the development of women and gender equality in Tra Vinh.

Contribution
The Women’s Union was the main local partner in Phase I implementation in Vietnam. It assigned its’ district-level and commune-level women’s unions to join and support the project.
iDE Cambodia
Primary Local Partners

iDE is a non-profit organization that aims to power entrepreneurs to end poverty. In Cambodia, it builds value chains and business models in agriculture, clean water, and sanitation.

Contribution
Following the acquisition of Support Her Enterprise (SHE) by iDE in January 2024, iDE became the local implementing partner for WE Inspire in Cambodia. The same core team from SHE continued to work on the project under iDE.
Chiang Khong Women’s Council (CKWC)
Primary Local Partners

CKWC is a council of local women from each of the sub-districts in Chiang Khong District of Chiang Rai, including marginalized and ethnic women. It mobilizes community development activities and supports the development of local women’s leadership.

Contribution
CKWC supported the recruitment of project participants in Phase I and became the primary partner in Phase II.
Community Development Offices (CDOs) in Chiang Khong and Wiang Kaen
Knowledge Partners & Stakeholders

CDOs are government bodies responsible for promoting community enterprises.

Contribution
The CDOs in Chiang Khong and Wiang Kaen were engaged to provide insights into the local opportunities and challenges related to community enterprise development.
AIA Cambodia
Insurance Providers

AIA is a major insurance provider in Cambodia. It is the first life insurer in Cambodia to provide coverage on 26 critical illnesses. The company has offices in Phnom Penh, Siem Reap, Kampot, Kampong Cham, and Battambang.

Contribution
AIA Cambodia provided information on health insurance plans and coordinated health screenings during the project information sessions.
M-FUND by Dreamlopments
Insurance Providers

M-FUND is a provider of low-cost health insurance schemes for non-Thai migrants and stateless individuals living in Thailand.

Contribution
M-FUND delivered tion and consultation sessions on its insurance schemes in order for non-Thai participants in Chiang Rai to gain access to healthcare.
Chamroen Microfinance
Financial Service Providers

Chamroen Microfinance is a leading Cambodian social microfinance institution, providing a wide range of responsible microfinance and complementary socio-economic services.

Contribution
Chamroen Microfinance provided information on microfinancing during WE Inspire information sessions, and served as guest speakers during training workshops to guide participants on how to prepare and secure loans.
Nim Leasing Company
Financial Service Providers

Nim Leasing is a local microfinance provider. It provides micro loans, micro insurance, and micro leasing products.

Contribution
Nim Leasing was invited to consult participants in Chiang Rai on microfinancing products.
Bank for Agriculture and Agricultural Cooperatives (BAAC)
Financial Service Providers

BAAC provides financial assistance to farmers, farmer associations, agricultural cooperatives, and agri-businesses. It also provides knowledge and technology to farmers, as well as collaborates with other agencies to support agricultural activities and businesses.

Contribution
BAAC representatives delivered financial literacy workshops for WE Inspire participants in Chiang Rai.
Tra Vinh University
Knowledge Partners & Stakeholders

Tra Vinh University is a public, multidisciplinary university offering multi-level and multi-modal education. It plays a vital role in supplying high-quality human resources for Tra Vinh Province, the Mekong Delta region, and the country as a whole.

Contribution
The University was a knowledge partner for Phase I implementation in Vietnam. Its Business Incubator unit co-developed and led training workshops for WE Inspire beneficiaries, as well as conducted a Training of Trainers session for mentors in Vietnam.
Center for Girls Foundation (CFG)
Primary Local Partners

CFG is a local organization with a mission and extensive experience in human trafficking prevention, gender-based violence, and child abuse and promoting gender equality in Chiang Rai.

Contribution
CFG served as the local implementing partner for Phase I in Chiang Rai, Thailand. It provided crucial guidance from the early stage of implementation, including identifying the target sites and key stakeholders.
